It has been reported that the first 16 Spanish prisoners who were informed of their newly gained freedom were not let out of prison straightaway, from where they would have been escorted to the main police station and then to the port of Tangiers, from where they would travel back to Spain. Consulates in Nador, Casablanca and other cities did not know which prisoners had been granted a reprieve.

Most of the Spanish prisoners in Morocco are serving time for drug trafficking. Many of them expected to be released immediately and were frustrated when the Spanish consulate had to process paperwork for them to be allowed to come home. It was also unclear whether they would have to pay a fine, which prisoners are asked for when passing through Spanish customs. If they do, the consulates would have to give them a certificate to prove that they have no assets in Spain and cannot pay the fine, a procedure which requires a lot of paperwork and time.

KING Mohamed VI of Morocco has pardoned 24,865 inmates, among them 278 Spaniards, who were serving prison sentences in the country, as part of the celebrations for the 10th anniversary of his accession to the throne, which he is celebrating in Tangiers. A total of 659 foreigners of different nationalities were pardoned; however, foreign embassies in the country have complained that the process has not yet gone ahead, because most of the law enforcement officers have been involved in taking care of the king and his entourage, and keeping the crowds under control.
